Find People from Phone Numbers

How do you find people from phone numbers only? Is it free or is there a charge?

I am looking for my child's father who is way behind on his child support. We never went to court so I don't have an official order but I am ready to take him to court now. It has been almost a year since I've heard from him or received a dollar. I have his home phone number which was disconnected a few months back and his current cell phone, which is on and working but he refuses to call me back.

I don't know if he's moved out of the state, if he has a new job now, where he lives...nothing. That's why I wanted to know if I could use his cell to locate his whereabouts.
